President George W. Bush’s poll numbers have not rebounded, and there is no reason to believe that they will before the fall midterm elections.

Except the phenomenon of reversion to the mean... they're unusually low right now. That means they're more likely to go up. George Bush is a "value stock" right now, if that applies to politics. Misunderestimated.
