I doubt if one adult in 100 could describe the Republican approach to health care. I'm not sure such a thing even exists. A few Republicans have come out with suggestions for health reform, but their plans have received negligible publicity. Nor is it clear to me whether any of them represents the Republican Party.

For this reason, I think the public may tend to equate the "Republican approach" with the status quo. If so, that would support Yglesias's interpretation.
