I understand the concern about a potential wave of Haitian refugees, but someone at the State Department needs to construct a new contingency plan:
United States officials say they worry that in the coming weeks, worsening conditions in Haiti could spur an exodus. They have not only started a campaign to persuade Haitians to stay put, but they are also laying plans to scoop up any boats carrying illegal immigrants and send them to Guantánamo Bay, Cuba.
We've taken a significant hit for imprisoning suspected terrorists at Guantánamo, which has become a rallying point for anti-American sentiment around the world. Given that context, locking up desperate Haitian refugees there seems like a pretty stupid public relations move.
There’s no point in amending our policies to try to satisfy America-haters. They’ll l always find a way to depict us as bad guys. E.g., the American military are doing far more than any other organization to provide relief in Haiti, so the US is being accused of “occupying Haiti.” http://www.telegraph.co.uk/news/worldnews/centralamericaandthecaribbean/haiti/7020908/US-accused-of-occupying-Haiti-as-troops-flood-in.html
As far as I can tell, Gitmo treats its prisoners better than any other prison anywhere in all of history: ample halal food, top-notch medical care, recreation (Harry Potter books are popular), support for prisoners’ religion, etc. Yet, it has been demonized by America-haters.
Giving in to the America haters isn’t free. Due to worldwide pressure, many Gitmo prisoners have been released. A study shows that 20% of those released have returned to terrorism.

No one knows how many innocent people have been killed or maimed by these released terrorists or how many more innocent victims they will claim.
Gitmo has excellent facilities. If we take fleeing Haitians somewhere with worse facilities, the America haters won't be placated and the earthquake victims will be worse off.
