Krugman's post could give one the wrong impression that Santorum is in favor of laws prohiting contraception. In fact, in the interview linked by Krugman, Santorum said,
"That doesn't mean that the state doesn't have the right to do that. I just didn't think they should do that."
I believe Santorum's word "that" was referring to a state law banning contraception, although he should have been more explicit in making that statement.
The worst thing Santorum said in the linked interview is that he thinks the Supreme Court decided Griswald v. Connecticut wrongly, because laws prohibiting birth control are not addressed in the Constitution. IMHO that's not an unreasonable position. After all, two Justices agreed with that position.
