I suppose it depends. I have seen a fair number of self-identified rednecks wear the term as a badge of honor. It may depend upon the context.

It's certainly true that any wise politician should steer clear of such languange, but it's not unheard of for politicians to use uncharitable language to describe a group of constituents. I don't think there's a person in DC who hasn't heard the Jewish lobby referred to as "the tribe".
