This depends on how you define a "small" contributor. If we make up 25% of total emissions and we were to cut our emissions by 10%, that would result in an overall decrease of only 2.5%. Realistically, a reduction in U.S. emissions alone is not going to be the entire answer. The rest of the world would have to reduce their emissions as well, which seems to be all Bodman is saying, right?
